Run release risk labeling on ready and labeled pull requests - #150
Adds the ready_for_review and labeled events to .github/workflows/pull-request.yml, matching the caller in github-actions itself. The shared pull-request workflow then labels a draft as soon as it is marked ready for review and requests a human reviewer when someone adds change: needs review by hand. Other labels skip the job.
Also replaces secrets: inherit with an explicit ANTHROPIC_API_KEY mapping, so the shared workflow cannot receive the repository's other secrets.
Also drops claude_extra_prompt, which was written for the removed Claude review. The shared repository note for scripts already tells the classifier to ignore generated /dist output.
Security implications
No security impact
Has security impact - described as: the shared workflow no longer receives secrets other than ANTHROPIC_API_KEY.
The pull-request workflow now runs when a pull request is labeled. Its reusable workflow call passes ANTHROPIC_API_KEY explicitly and no longer passes the repository-specific claude_extra_prompt.

Summary
Workflow events and reusable workflow inputs .github/workflows/pull-request.yml
The workflow adds the labeled pull-request event, passes ANTHROPIC_API_KEY explicitly instead of inheriting all secrets, and removes the claude_extra_prompt input.
Significant pull requests from unmapped authors may still lack the required human review.

Explanation
The title says the workflow now runs release risk labeling on ready and labeled pull requests. The change adds the ready_for_review and labeled events to .github/workflows/pull-request.yml, which matches this title. The title does not mention the other changes, such as passing only ANTHROPIC_API_KEY and removing claude_extra_prompt, but those are secondary. The title is specific and accurate.

Explanation
Issue #149 requires two behaviors: a release risk label when a draft becomes ready for review, and a human-review request when change: needs review is added manually. At head d24e188, .github/workflows/pull-request.yml sets on.pull_request.types to [opened, reopened, synchronize, ready_for_review, labeled]. This adds the two trigger events that #149 requires. The labeling and reviewer-request logic lives in the shared workflow simpleanalytics/github-actions/.github/workflows/pull-request.yml@main, which is not in this repository. The PR author reports that the shared workflow labeled this PR change: routine on the new trigger set. The author does not report a reviewer-request run. The trigger change is the coding requirement this repository controls, and it is present. Reviewer-request behavior depends on the shared workflow and is not independently shown here. No automated test exists in this repository for the trigger set.

Explanation
Two changes in the diff from merge base 3b73122 to head d24e188 do not connect to #149. (1) The removal of the claude_extra_prompt input deletes repository-specific review guidance. The issue asks only for trigger changes. The PR description justifies the removal as cleanup for a removed Claude review and notes that shared guidance already covers /dist. That rationale does not address #149 and does not show that the input is unused. (2) The change from secrets: inherit to an explicit ANTHROPIC_API_KEY secret narrows the secrets passed to the shared workflow. The PR description does not describe this change. #149 does not request it. Neither change is required to add the ready_for_review and labeled triggers. The PR objectives cite the commit message as the only source for the secrets change. This does not show that it belongs in this PR. The trigger change itself is in scope.
Resolution
Remove the claude_extra_prompt deletion and the secrets narrowing from this PR. Keep only the on.pull_request.types change. Move the prompt cleanup and the secrets change to a separate PR linked to its own issue, with its own justification and verification.

SDLC label: change: routine because The only change edits the Pull Request workflow's trigger types to also run on ready_for_review and labeled events and removes a review prompt, which affects CI and review tooling but not customer data, access boundaries, or production infrastructure of the scripts app.

Provide a fallback reviewer for unmapped authors.
When the new labeled trigger fires for an open, non-draft PR with change: needs review, the shared workflow sets request_review to true. If the author is absent from reviewersByAuthor, the reviewer step only logs a warning and returns; it does not request a reviewer. This misses issue #149’s stated expectation that adding this label requests a human reviewer. Configure an approved fallback reviewer in the shared workflow.
