Reject a negative bit length before constructing a Bit from binary data. With an empty payload, lengths -1 through -7 currently pass the byte-count check because (length + 7) // 8 is zero.

Add negative-length regression cases and round-trip controls at lengths 0, 1, 7, 8 and 9.

Validation: 75 Bit/vector/half-vector/sparse-vector tests passed; mypy for the changed files and git diff --check passed. Three new negative-length cases fail on the unchanged upstream baseline. PostgreSQL/driver integration tests and the full CI matrix were not run.
