Update KERNEL_REV to include databricks/databricks-sql-kernel#413, which flushes shared telemetry only after the final active session closes. Fixes TELEMETRY-015 in the Node.js nightly.
Validation: native binding and TypeScript builds, 1,431 unit tests, and live TELEMETRY-015 on SEA and Reyden passed. Replay validation also passed against the recordings-only fix in databricks/databricks-driver-test#1919 at this PR's exact head.
Merge databricks/databricks-driver-test#1919 first, then enqueue this kernel bump. The merge queue uses driver-test main and needs the updated recordings. Driver-test's Node replay gate will remain red until this bump merges; rerun it afterward.
