- Re-enable setup-bazel repository-cache across jobs. - Key Bazel disk cache by commit SHA with a prefix restore-key fallback so main pushes after Java-only changes still save fresh disk caches instead of skipping on BUILD.bazel hash hits. - Move job-start marker after disk cache restore and prune unused entries before saving on main.
